With an emphasis on being a neighborhood-led, collaborative organization, the Watts Rising Collaborative has a dedicated team that works together on various levels to make this program possible. The two main entities responsible for executing the administration of the grants are the Housing Authority of the City of Los Angeles (HACLA) and Mayor Bass’ Office of Economic Opportunity (MOEO).
